ETS 2 · Live from 2028

Carbon pricing reaches the fuel of small-and-mid industry.

From 2028, ETS 2 prices the emissions that cover process heat, district heating and the small industry sitting outside ETS 1. The cost rides up the supply chain to the end user, and it rewrites the business case for every pending thermal investment.

willbö supports industrial operators across the full ETS 2 response — from the exposure diagnostic to the detail engineering of the decarbonization measure.

01 / Framework

What ETS 2 covers and why it matters now.

ETS 2 is the second European emissions trading regime, separate from ETS 1 and aimed at sectors so far outside the carbon price. The system was approved within the Fit for 55 package and starts after the postponement agreed by the Council and Parliament in March 2026.

02 / Services

Five fronts. One engineering team.

Each service ships as a closed package — scope, deadline and deliverable defined up front. They can be contracted standalone or as a continuous sequence. The senior team that signs the diagnostic is the one that runs the engineering afterwards.

01

ETS 2 exposure diagnostic

Quantify the Scope 1 affected by the regime. Project the carbon cost year by year under contrasted scenarios and roll it into the client's P&L. Closes the business case before any measure is defined.

DeliverableExecutive report + financial model Lead time2–4 weeks per site
02

Energy audit & decarbonization roadmap

Audit aligned with Directive (EU) 2023/1791 on Energy Efficiency, extended with a Marginal Abatement Cost Curve (MACC) that ranks measures by cost and by real CO₂ reduction. Drives the investment order and the payback horizon.

DeliverableAudit + MACC + investment plan Lead time6–10 weeks
03

Technical-economic feasibility studies

Detailed feasibility on the selected measure. We cover high-temperature industrial heat pumps, process solar thermal with HTF loops and storage, retrofits of district-heating networks under EN 13941, waste-heat recovery, and partial electrification of processes.

DeliverableFeasibility + CAPEX/OPEX + payback Lead time4–8 weeks per measure
04

Basic and detail engineering

Full engineering on the selected measure, up to issued-for-construction documentation. Technical authority in Vigo and execution split between Spain and India — competitive rates against the typical European engineering bench, without losing the senior review the asset needs.

DeliverableIFC / IFP package Lead timeScope-dependent
05

Grant-writing and MRV support

Technical-economic memorandums for PERTE Industrial Decarbonization, IDAE, GAIN, and the upcoming Social Climate Fund instruments. Monitoring plan preparation ahead of independent verifier accreditation (Reg. EU 2018/2067).

03 / Sectors

Who we work with. The industries about to feel the price jump.

Organisations whose thermal energy cost is set for a measurable jump once ETS 2 goes live, and whose industrial planning needs to anticipate it.

Food & beverage

Canning, dairy, meat. Cooking, sterilization, drying, CIP cleaning.

Pulp & paper

Drying lines, process steam, waste-heat recovery, partial electrification.

Ceramics & glass

Furnaces, dryers, thermal valorisation, hybrid electric–fossil routes.

District heating

Operators and developers of EN 13941 networks transitioning to 4th and 5th generation.

Industrial parks

Shared heat between neighbouring plants, industrial symbiosis, common auxiliary plants.

Specialty chemicals

Low- and medium-temperature processes open to electrification or solar thermal integration.

04 / Team

Why willbö. Senior bench, no commercial layer in between.

Engineering boutique based in Vigo, specialized in thermal systems, industrial piping and process decarbonization. Lean senior team — the person who signs is the person who designs.

Thermal piping as our DNA

EN 13941 district-heating design, HTF systems for concentrating solar plants, waste-heat recovery in pulp & paper, steam and thermal-oil support for industrial processes. Home ground, not an opportunistic extension.

Own decarbonization tech

In-house development of CAPCO2 onboard CO₂ capture, validated in relevant environment (TRL 6) with Approval in Principle from Bureau Veritas. We know what it takes to validate decarbonization tech in front of a classification society and a regulator.

Regulatory & funding track record

Active in PERTE Naval, PORTS 4.0, GAIN Ciencia–Empresa and NEXOS calls. Technical memorandum writing, interlocution with classification societies (Bureau Veritas, DNV). We know what each instrument asks for.

Direct line

Start with the diagnostic. Before the auctions of January 2027.

An ETS 2 exposure diagnostic is enough to make the first informed call before the auctions kick in. Short lead time, bounded scope, no commitment to a follow-up.
